i have 3 acres of land in my villege. i need a loan of Rs 3 lac.is there any bank which aprove loan against property . if yes what is the procedure ?

All scheduled banks and private banks accord sanction of loan against movable and immovable properties for valid reasons.Agriculture loan for cultivation is also being sanctioned by even co-operative banks,but conditions apply according to individuals.So one has to represent in person with necessary documents in support of his claim.You may approach branches of State Bank of India or local co-operative bank who will put you in right track.

Check with family 1st. If not, you'll have to offer the land collateral which means whomever loans you the money will get the land if you don't pay back the loan. What is the land worth? Is the land next to it developed? Possibly you can rent an acre or two. Most banks will take land as collateral...if you have clear title to the land.
