i use a maixmun reward credit card. i request limit increase for 2 time and they still didnt give it to me. why?

I have seen offers for platinum visa and mastercards that say you can get a credit line up to 10000. They ask for 30 for one card or 50 to get both cards. Anyone done this and how does it work. Do they really give you 10000 between the 2 cards.

Is there any problem if we'll not pay the bill of credit card. Or, If we'll go for settlement, they keep the details as defaulter or, wht? plz advice....
